The development and implementation of forest fire management decision support systems in Ontario, Canada: personal reflections on past practices and emerging challenges

Abstract

Forest fire managers in the province of Ontario, Canada have used computer-based decision support systems (DSSs) and actively supported their development since the late 1970s. I describe four DSS projects in which I was involved and discuss factors that I believe contributed to the success and failure of those initiatives. I then outline some emerging fire management challenges and present some recommendations concerning the development and implementation of forest and wildland fire management DSSs.

  • David Martell, The University of Toronto, Canada
    David Martell is a Professor in the Faculty of Forestry at the University of Toronto which he joined as a Lecturer in 1974. He completed his B.A.Sc. (1971), M.A.Sc. (1972), and Ph.D. (1975) in the Department of Industrial Engineering at the University of Toronto where he studied Management Science and Operational Research and their application to forest fire management. His current research interests include the application of operational research and information technology to fire and forest management and the development of decision support systems for fire and forest managers. His publications have appeared in both Forestry (e.g., Canadian Journal of Forest Research and Forest Science) and Operational Research (e.g., INFOR and Operations Research) journals. He is an Associate Editor of the Canadian Journal of Forest Research and the International Journal of Wildland Fire , a member of the NSERC College of Reviewers for Canada Research Chairs, a member of the Ontario Forest Policy Committee and a Past President of the Canadian Operational Research Society (CORS).
